As the flame energy is externally manifested, the body appears to be ablaze. However, this is the fire of bodily energy, not an actual fire. As such, it does not inflict burns. The Flame Body series is made up of five stages in total. In the fifth stage, God, the body becomes one with the flame energy, producing extremely strong body.
