What the game says when you learn it
It is a skill to rob the sight of multiple enemies in front by using a powerful bloody curse. The enemy hit by this skill will have decreased attack range. It has no effect to the monsters.

The skill points, the timings, the range and the weapon come from phBot’s own reading of the game, which agrees with that fitting on every value the two share.
